The February 2026 Edition: Syllabus Legislation

The last 24 months have seen many states passing new laws or policies regarding syllabi, impacting hundreds of colleges and universities. Chances are one of your neighboring states is included, if not your own, and you may have heard conversations about your state joining the list. While the introduction of a law doesn’t guarantee it’ll pass, many institutions are beginning to prepare for proposed legislation so they can implement change quickly and efficiently.     New to you, but not new to us

    Texas HB 2504 and Concourse Syllabus - Since 2009
    We know that seeing proposed changes can bring anxiety and intimidation, but this is nothing new to us. Concourse Syllabus began in 2007 and only two years later, Texas passed HB 2504, which listed significant syllabus requirements. Since then, many Texas institutions have had to reimagine their processes and find a solution to meet those strict requirements in a quick and effective way, and we've continued helping other states as they've joined Texas over the last 17 years (see the map above).     Turning state mandates into lemonade with syllabus management
    While each state presents unique requirements to institutions, we have noticed several significant overlaps in how the policies are constructed. One example is that several states are requiring syllabi to be public-facing. As we study the proposed and existing legislation, we are prepared and continue to prepare in helping our partner schools meet the syllabus-related requirements.     Georgia’s syllabus transparency policy
    Georgia’s public institutions will now be required to post their full course syllabi online for transparency to prospective and enrolling students. This policy change is taking immediate effect. Campus Reform reports that faculty were told to reupload corrected syllabi for the spring courses by February 11th. You can read more below.
