The July 2025 Edition - State mandates
A growing number of states are introducing laws that require institutions to make significant changes to their syllabus management processes. Following Texas’s move over a decade ago, states like Florida, Utah, and Ohio have recently implemented mandates, with more states on the horizon. Whether your state is currently being impacted by these changes or not, your institution is probably paying close attention to this growing movement. In this edition of The Syllabus Sentinel, you can find information on existing state mandates, how Concourse Syllabus has helped institutions address them for well over a decade, and how you can get ahead if your state may be moving the same direction.

Rejected mandates, but approved policies
Many states are hearing whispers or reading articles about potential new state mandates being implemented across their state. However, the introduction of a law doesn’t guarantee it’ll pass. In our research, we’ve seen a few states reject proposed legislation, but introduce policies that closely match the requirements. Iowa’s HB 270 was initially shut down, but the Iowa Board of Regents implemented a policy that feels very similar. You can read about it below.
Concourse Syllabus and State Mandates
Concourse's reporting features and public access
While each mandate is unique, there are a few requirements that almost every version includes. Most prominent are the requirement to make syllabi and/or faculty information available to the public and some requirement for documenting compliance. Here’s how we can help.
Public Access
Concourse’s approach to syllabus management allows faculty to create syllabi and CVs in the LMS for their students and have them appear publicly simultaneously. No additional steps needed. You can even choose which portions of the syllabus appear publicly to protect faculty and their intellectual property.
Reporting
Concourse's robust reporting suite allows you to effortlessly compile information about any cross section of syllabi from your institution for swift review, especially our compliance reports. They also make quality assurance on the front end easy and efficient.
This isn't our first rodeo - Texas HB 2504
Concourse was the first to provide a solution that fully addressed the requirements of Texas HB 2504, the nation's first syllabus transparency law. As the requirements of the mandate have evolved, so has our product, with new features often added specifically to address the needs of our Texas clients. The case study below outlines how Angelina College has used Concourse to comply with HB 2504 as well as the additional benefits they discovered along the way.
Recent state mandate webinars
